Set to be completed by 2023, the Palais de Justice is the first project for Rem Koolhaas and OMA in Lille since they masterplanned Euralille and designed the the egg-shaped Congrexpo, completed in 1994. While those projects are situated next to the city's TGV station, the Palais de Justice will be located near Vauban’s former fortifications at the outskirts of the city.

OMA's winning design, by Koolhaas and partner Ellen van Loon, appears to derive its form from its historical circumstances: the jagged hexagon of the raised volume echoes the Citadel of Lille. In the middle of this volume, which houses offices, is a triangular tower containing the minor courtrooms. The landscaped base houses the public and the major courtrooms.
