In the center of the redeveloped Severin quarter, lies the former Stollwerck chocolate factory.
After some back and forth discussion about the execution, the first prize winner of the 1980
award for urban development concept competition, dt8 Planning Group could only rebuild
8,000 m of the original 50,000 m of the six story, 20 meter deep "Annoriegel" factory buildings.

The main idea for the west connecting property leading to the Rhine river was a development
for a block construction, protected from noise pollution by so-called "inner lines" in the center
of the block. Following the example of the Old Quarter three storied, three family house
construction, most apartments can be accessed directly from the cul-de-sac or by an outside
staircase. In total, 800 hundred apartments were built.
